Permits go in early
Town building departments in our area have review timelines, and we plan around them rather than hoping.
CJM Builders delivers tenant build-outs in North Reading, MA and across Middlesex and Essex counties. Since 1992, we’ve turned leased shells and dated suites into finished offices, retail spaces, and professional suites — built to the lease, priced to the allowance, and finished by the rent-commencement date.
A build-out is construction with a lease attached: a work letter that defines the scope, an allowance that defines the budget, and a free-rent period that defines the deadline. We build to all three.
We work for both sides of the lease. Tenants hire us to fit out new space; landlords hire us to renovate suites between tenants or deliver spec suites that lease faster. Our build-out work covers:
A bare shell along the Route 28 corridor and a tired suite in an I-93 office park get the same goal: a space that works for the business moving into it, finished on a date everyone can rely on.
Most build-outs are funded partly or fully by a tenant improvement allowance negotiated in the lease. Your attorney reads the lease; we build to its terms every day, and it shows in how we run the project.
We price the scope against your allowance so you know early what the allowance covers and what would come out of pocket. We follow the work letter precisely. And we produce the documentation landlords require for reimbursement, meaning itemized invoices, lien waivers, and permit sign-offs, without you having to chase it. For landlords, that same discipline means a suite delivered to spec, documented for your records, and ready for the tenant’s move-in date.
In a build-out, the schedule is money. Every week of construction past your free-rent period is rent paid on space you can’t use. We protect the date three ways:
Town building departments in our area have review timelines, and we plan around them rather than hoping.
HVAC equipment, lighting, and storefront glass are ordered as soon as the scope is locked.
The schedule is tracked weekly, and you see it — built on real lead times from 30 years with the same suppliers, not optimism.
Nearly every build-out in Massachusetts needs a building permit, and most need more. We manage every submittal and inspection, and we build to pass the first time — because a failed inspection at the end of a build-out is exactly the schedule risk the whole project was planned to avoid.
Every build-out runs our five-step process, aligned with your allowance, work letter, and lease dates at every step:
We walk the space and review the work letter and existing conditions.
Scope, budget, and schedule are aligned with your allowance and lease dates.
Drawings, selections, permits, and material orders are locked.
Construction runs to plan with written change orders only.
Inspections, punch list, and a documentation package ready for your landlord file.
If your project is bigger than a single suite, such as a full building renovation or a ground-up build, our commercial renovation services and new commercial construction services follow the same process at larger scale.
CJM Builders handles tenant build-outs in Andover, Middleton, North Reading, Reading, Wakefield, Wilmington, and surrounding towns — the downtown storefronts, office parks, and retail plazas where local businesses set up shop. Build-outs are part of our full range of commercial construction services.
The best time to talk to a builder is before the lease is final, while the allowance and work letter are still negotiable. Bring us the space and the draft terms, and we’ll give you a realistic read on what the allowance buys — free. Call (978) 649-7300 or request a build-out estimate online.
Usually both parties, through a negotiated tenant improvement (TI) allowance: the landlord contributes a set amount toward permanent improvements, and the tenant covers anything beyond it. The lease defines the split. We price your scope against the allowance early, so you know what's covered before construction starts.
A straightforward office fit-out in a clean shell often takes roughly six to twelve weeks of construction. Restaurants, medical-style suites, and spaces needing major mechanical work take longer. Permitting adds time up front, which is why we submit early and build the town's review period into the schedule.
A vanilla shell is a mostly bare space that the tenant must fit out; it typically comes with finished walls, basic lighting, and HVAC stubbed in. A turnkey build-out means the space is delivered fully finished to an agreed plan, ready for move-in. We build both, for tenants and for landlords.
TI allowances generally cover permanent improvements: walls, ceilings, flooring, lighting, electrical, and HVAC distribution. They usually exclude furniture, equipment, and trade fixtures that leave with the tenant. Your lease and work letter control the details, so we align the construction scope with those documents from day one.
Almost always, yes. Expect a building permit plus electrical and plumbing permits, fire alarm and sprinkler coordination, and accessibility compliance under 521 CMR for the work performed. Food service adds health department review. We manage all of it as part of the project.
