Locked scope
The scope is fixed before construction starts, so the budget you take to your lender is the budget you build to.
CJM Builders delivers new commercial construction in North Reading, MA and throughout Middlesex and Essex counties. Since 1992, we’ve managed ground-up projects for business owners and property managers — from pre-construction budgeting through town approvals, construction, and certificate of occupancy.
A new building is the largest construction decision most businesses ever make. Our job is to make it predictable: a budget you can take to your lender, a schedule you can plan operations around, and a single team accountable for both.
We manage the full arc of a ground-up commercial project, so you’re not coordinating an architect, an engineer, and a builder who’ve never met. Our scope typically covers:
The process is the same for an office building, retail space, professional suites, or a mixed-use property: documented, scheduled, and communicated.
New commercial buildings in our area typically need more than a building permit. Depending on the site and town, approvals can include planning board site plan review, zoning relief, and conservation commission review — wetlands are a fact of life in towns like North Reading, Wilmington, and Middleton. Then comes the building permit itself under the Massachusetts State Building Code, plus fire department and utility coordination.
We’ve worked with the building departments in our service area for over 30 years. We know what each town expects in a submittal, and we build the approval timeline into your schedule from day one instead of discovering it later.
Massachusetts weather is a schedule risk only if you ignore it. We sequence projects so foundations and site work beat the deep frost, the building gets weather-tight before winter, and interior trades carry the cold months. Structures are designed and built to Massachusetts code requirements — including the snow loads and energy standards our climate demands.
That same local knowledge applies to the ground under your building. Ledge, high water tables, and wetland buffers are common across Middlesex and Essex counties, and they’re far cheaper to plan for than to react to.
Every project runs on our White Glove Five-Step Process™, adapted for ground-up work:
We walk the site, review existing conditions and constraints, and identify what the town will require before anyone draws a line.
We build the scope, budget, and master schedule together, and the schedule covers town approvals as well as construction.
Drawings are finalized, selections are made, and permit submittals go in. Long-lead items like switchgear, rooftop HVAC units, and storefront glazing are ordered early, because in commercial construction the schedule is usually lost in procurement, not framing.
Construction proceeds to plan with regular owner updates. Any change is priced and approved in writing before work continues.
Final inspections, certificate of occupancy, punch list, and a complete handover package — warranties, as-builts, and equipment documentation.
Business owners fear open-ended construction. We control that risk three ways:
The scope is fixed before construction starts, so the budget you take to your lender is the budget you build to.
Long-lead materials such as switchgear, rooftop HVAC, and storefront glazing are priced and ordered early, because the schedule is usually lost in procurement, not framing.
Every change is documented and approved in writing with a real cost attached. You'll never learn about an overrun after the fact.
You’ll always know where the project stands. If your plans involve fitting out interior space for tenants after the shell is complete, our tenant build-out services carry the same process through to each suite.
We build along the commercial corridors where our clients do business: Route 28 through North Reading and Reading, the I-93 office and industrial parks in Wilmington and Andover, Route 114 in Middleton, and the Route 128 edge of Wakefield. We serve Andover, Middleton, North Reading, Reading, Wakefield, Wilmington, and surrounding towns.
New construction is one part of our commercial construction services, and we also renovate existing buildings and fit out leased space. If you’re weighing a new building, the best first step is a conversation about your site, your budget range, and a realistic timeline, before you spend money on design. Construction on a straightforward commercial building typically runs six months to a year; larger or more complex buildings take longer. Add several months up front for design and town approvals. We map both phases into one master schedule at the start, so your opening date is based on the whole process, approvals included.
Most projects need planning board site plan review, a building permit under the Massachusetts State Building Code, and fire department sign-off. Sites near wetlands, which are common in towns like North Reading and Wilmington, also need conservation commission review. We manage all of these submittals for you.
Either works. We regularly partner with owners' architects, and we can also support early design and material decisions through our Design Center & Showroom in North Reading. Both ways, you get one accountable team coordinating design and construction instead of refereeing between them.
Yes — with the right sequencing. We schedule foundations and site work before deep frost, get the structure weather-tight ahead of winter, and shift interior trades into the cold months. Winter doesn't stop a well-planned project; it just has to be planned for from the start.
The budget holds because the scope is locked before construction starts, long-lead materials are priced and ordered early, and every change is documented and approved in writing with a real cost attached. You'll never learn about an overrun after the fact.
